Applications are invited for professional fellows program (PFP) to gain practical experience in and exposure to United States policies and offices related to innovation and entrepreneurship. The PFP program includes two types of program i.e. Legislative Cohort of Professional fellows Program for promising young professionals from Armenia, Azerbaijan, Georgia, Moldova, Turkey and Ukraine and Innovation & Entrepreneurship Cohort of PFP available for Russian and Belarusian professionals. This one month PFP program includes domestic, international and U.S. domestic transportation; visa fee and processing costs; modest stipend; health and accident insurance; professional and educational enhancement opportunities; professional mentoring support; and room and board with an American host family. Description

The 2015 Professional Fellows Program (PFP) sponsored by the U.S. State Department, Bureau of Educational and Cultural Affairs includes two types of program as follows:

-The Legislative Cohort of Professional Fellows Program (PFP): Initiated in 2005 under the auspices of the Legislative Education and Practice (LEAP) program, the PFP affords up to 47 promising young professionals from Armenia, Azerbaijan, Georgia, Moldova, Turkey and Ukraine the opportunity to gain practical experience in, and exposure to, United States government.

The knowledge and interest of these young Eurasian professionals in American political processes will be expanded through short-term fellowships in state legislatures, city halls, federal offices and NGOs across the United States.

In addition, the PFP will enable up to 17 Americans to travel outbound on reciprocal visits. One of the program objectives is to enable Fellows to share their knowledge with peers in Eurasia through a follow-on program in which they will conduct conferences and outreach activities in collaboration with American counterparts.

Another unique new feature to the PFP is that it will serve countries outside Eurasia, meaning that American Councils’ Fellows will have an opportunity to learn from their peers around the world (Asia, Africa, etc) during large pan-PFP conference to take place at the end of each program in Washington, D.C.

-Innovation & Entrepreneurship Cohort of PFP: The Professional Fellows Program is merit-based and it affords promising young professionals from Russia and Belarus the opportunity to gain practical experience in, and exposure to, United States policies and offices related to innovation and entrepreneurship.

The 2015 Professional Fellows Program will be part of a larger cohort of the Professional Fellows Program, joining fellows from Armenia, Azerbaijan, Georgia, Moldova, Turkey and Ukraine working on different PFP topics in 2015.

The knowledge and interest of Russia and Belarus innovation fellows will be expanded through short-term fellowships in a variety of American organizations and state bodies across the United States that address innovation/entrepreneurship policy issues. All finalists are assigned individual placements based on their application, goals, professional background and sphere of interest.


Eligibility

To be eligible for 2015 Professional Fellows Program , applicants must:

‣ be a citizen of Armenia, Azerbaijan, Georgia, Moldova, Turkey and Ukraine

‣ be 25 to 35 years of age at the time of application;

‣ be a college graduate (equivalent of a Bachelor’s degree or higher);

‣ be proficient in English. If you are selected as a semi-finalist we will give you an institutional TOEFL exam, unless you have a valid TOEFL score over 500 (paper test) or over 60 (IBT test) or its equivalent (for example, valid IELTS band 6 or higher);

‣ have relevant experience in and commitment to a career in the public sector and/or 

‣  nonprofit sector (e.g., legislative, executive, and NGOs that address policy issues); and

‣ have demonstrated leadership and collaborative skills.


To be eligible for the Innovation & Entrepreneurship Cohort of PFP, applicants must:


‣  Be a citizen and current resident of Russia or Belarus. Applicants living outside of their country of citizenship or on a long term program outside of their country of citizenship will not be considered eligible to apply;


‣ Be 25 to 35 years of age at the time of application;

‣ Be a college graduate (equivalent of a Bachelor’s degree or higher);

‣ Be proficient in English. If you are selected as a semi-finalist, they will give you an institutional TOEFL exam, unless you have a valid TOEFL score over 500 (paper test) or over 60 (iBT test) or its equivalent (for example, valid IELTS band 6 or higher);

‣ Have relevant experience in and commitment to a career in innovation and entrepreneurship in the public sector

Selection Criteria for 2015 Professional Fellows Program

‣ As this is a merit-based competition, each applicant is judged individually based on his or her own merits; there is no weight given to whom the applicant knows or who is interested in recommending him or her.
